For any pet care business that handles animals directly and serves UAE customers on-site, a Dubai mainland license under DET is the only valid option. A free zone license won’t cover you here.
Free zone companies aren’t permitted to conduct client-facing animal care operations within the UAE. The mainland gives you full legal access to the UAE market.

For an LLC, Limited Partnership, PJSC, or PrJSC structure, you need a notary-attested Memorandum of Association prepared by a UAE-based law firm, notary public, or court. If your business is 100% owned by non-GCC nationals, you’ll also need a notary-attested local service agent agreement.
Every UAE business must operate from a physical address. In Dubai, your tenancy contract must be Ejari-registered before DET issues your license.
For pet care businesses, your premises must also meet Dubai Municipality Veterinary Services’ facility standards covering ventilation, sanitation, enclosure design, and waste management. Get your premises inspection-ready before submitting your final application.

Dubai Municipality Veterinary Services will physically inspect your premises and check hygiene standards, animal enclosure conditions, waste management protocols, and welfare compliance. This inspection is mandatory before DET issues your trade license for any business involving live animals.
If you’re opening a veterinary clinic or hospital, you also need a federal Veterinary Establishment License from MOCCAE.
Under Ministerial Resolution No. 34 of 2026, this requires a valid DET trade license and proof that your facility meets federal technical and health standards for veterinary practice. The MOCCAE clinic approval process typically takes 2 to 4 weeks after document submission.

Two federal laws apply to every commercial pet care operation in the UAE from your first day of trading, and both carry real financial penalties for non-compliance.
Federal Law No. 22 of 2016 governs the possession, trade, and transport of animals. It bans private ownership of wild and exotic animals and sets fines from AED 10,000 to AED 700,000 for violations, per the UAE government’s official portal.
Federal Law No. 16 of 2007 on animal welfare, as amended by Federal Law No. 18 of 2016, mandates humane treatment standards for all commercial animal-handling establishments.
