Why Does the UAE Require a Digital Advertiser Permit?

The UAE requires a Digital Advertiser Permit because Federal Decree-Law No. 55 of 2023 made it illegal for individuals to publish promotional content online, for any form of compensation, without a valid permit issued by the National Media Authority (NMA), enforced in full since February 1, 2026.

For years, the UAE’s creator economy had no formal individual permit structure. Influencers, bloggers, freelance content marketers, and brand affiliates operated without any licensing obligation. The February 1, 2026 deadline formally closed that gap.

There’s no minimum follower count and no income threshold that determines whether the permit applies to you. A nano-creator with 1,200 followers posting a gifted product review is held to the same legal standard as a macro-influencer running a paid brand campaign with 800,000 followers.

The “any form of compensation” point is where most creators get tripped up. Cash is obvious. But gifted products, complimentary hotel stays, airline upgrades, brand-funded trips, discounts, and barter arrangements all count as “non-financial consideration” under the law.

Violations carry real consequences. Operating without a permit carries fines of AED 5,000 per violation. Repeating the same violation within one year doubles the fine, capped at AED 20,000. Persistent violations can result in temporary account closure for up to 6 months or permanent licence revocation.

There’s also a prerequisite most people discover too late. The NMA won’t process your Advertiser Permit application without a valid trade or freelance license listing electronic media or digital advertising as a registered business activity. What Is the UAE Digital Advertiser Permit?

The NMA established five official objectives for the permit: regulating the advertising content economy; enhancing the sector’s competitiveness; protecting the public from misleading content; enriching the UAE’s media landscape; and encouraging investment in the advertising content industry.

This permit is not a trade license and not a TDRA permit. It’s a standalone media permit, issued exclusively by the NMA, that works alongside your trade or freelance license. Both are mandatory, and neither one alone is sufficient.

Who Needs the Digital Advertiser Permit in the UAE?

Any individual who publishes advertising or promotional content online for any financial or non-financial consideration needs the Digital Advertiser Permit from the NMA. The requirement covers:

  • Influencers, bloggers, vloggers, and podcasters
  • YouTubers and short-form video creators

Now a sports nutrition brand offers him free protein supplements in exchange for reviews on that same account. That’s third-party promotion for in-kind compensation, and the exemption no longer applies. Same account, different posts, different legal status.

What Are the Requirements for the UAE Digital Advertiser Permit?

The Digital Advertiser Permit requires a valid commercial or freelance trade license, a UAE PASS Digital ID, a passport copy, a personal photograph, and completion of the NMA’s mandatory training program before applying at nma.gov.ae.

1. Eligibility Requirements for UAE Citizens and Residents

To qualify for the standard Digital Advertiser Permit, you must meet all of these conditions:

  • Be at least 18 years old (exceptions are possible at the NMA’s discretion)

Apply for the UAE Digital Advertiser Permit at NMA official website using your UAE PASS. Complete applications are processed in 3 working days. Confirm your trade license is active with the correct business activity before you begin.

  1. Confirm your trade license is active and lists electronic media, digital advertising, or content creation as a permitted business activity. If it doesn’t, amend the activity or get the right license first.
  2. Go to nma.gov.ae and access the NMA electronic services portal using your UAE PASS Digital ID.
