Until October 2024, EV charging in Dubai operated almost entirely through DEWA and its subsidiaries.
That changed at GITEX Global 2024, when the Dubai Electricity and Water Authority formally launched its Regulatory and Licensing Framework for the development and operation of EV charging infrastructure across the emirate.
At that same event, DEWA issued its first-ever Independent Charge Point Operator licenses to Tesla and UAEV. This was the formal signal that the EV charging market in Dubai is now open to licensed private operators, not just government entities.

The demand side backs this up. Dubai’s Roads and Transport Authority has committed to transitioning its entire taxi fleet to eco-friendly vehicles, including electric, hybrid, and hydrogen-powered options, by 2027. DEWA is the sole regulatory and licensing authority for all EV charging infrastructure in the Emirate of Dubai. Every operating decision, from equipment approval to license issuance, runs through DEWA.
The legal foundation is Directive No. 1 of 2017, issued by HH Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Supreme Council of Energy.
Under this directive, all public and private organizations must obtain DEWA approval before establishing, installing, operating, or maintaining any EV charging station in Dubai. DEWA also coordinates with Dubai Municipality and the Roads and Transport Authority to ensure technical compliance across all stations.
There are three permitted operation models in the emirate:

If you are entering this sector as a private operator, the third model is your route. Within that model, two CPO license categories exist: one for operators offering free charging services to end users and one for operators who collect payment directly from drivers.

A DEWA CPO license requires an active, registered business in Dubai. You have two primary setup routes.
Mainland route via the Department of Economy and Tourism: the official steps for starting a mainland business in Dubai are as follows.
Key required documents include the initial approval receipt, a lease contract registered via Ejari (mandatory in Dubai), and a notarized Memorandum of Association. A physical registered address is mandatory for all UAE businesses.
Free zone route: You can also register through a Dubai free zone. Many free zones, including DMCC, allow full online application and document processing. Whichever route you take, the DEWA CPO License is a separate, mandatory requirement before you operate any public charger. Business registration alone does not authorize EV charging operations.

Once your business is registered, you apply for your CPO license through DEWA’s Regulatory Framework for EV Charging Infrastructure page. The license is not optional. Any independent operator running public EV charging infrastructure in Dubai without a valid DEWA CPO License is in breach of the regulatory framework.
In March 2025, DEWA formally urged all operating charge point operators to comply with the regulatory framework and confirmed that independent CPOs must hold a valid license issued by DEWA.
The two license categories determine how you structure your revenue model:

If you plan to generate direct revenue from charging fees, you need the paid-charging license. UAE Cabinet Resolution No. 81 of 2024 prescribes the following minimum public EV charging rates, as published in DEWA’s EV Charging Infrastructure Regulation. Operators cannot charge below these rates.

A CPO license authorizes you to operate. DEWA’s equipment and technical standards determine what you can actually install.
All EV charging equipment must be individually approved by DEWA and comply with its published technical standards before installation begins.
Two rules here are non-negotiable:

Location decisions will determine the commercial performance of your charging business. Dubai’s building and mobility regulations create natural, ready-made deployment sites.
Dubai’s Green Building Regulations require a minimum of 5% of parking spaces in new buildings to be dedicated to green or low-emission vehicles.
Under the Al Sa’fat Green Building System, this percentage increases with the building’s sustainability rating: 7% for Gold Sa’fat buildings and 10% for Platinum Sa’fat buildings. These parking allocations are built-in deployment sites for a licensed CPO across the city.
The UAE National EV Policy also calls for a centralized national database of EV charging stations to streamline the charging experience for drivers. Deploying at high-density, registered venues ensures your stations appear in the national network and reach the broadest possible customer base.

2. What is a DEWA CPO License and who needs it?
