The UAE launched the first phase of the Blue Visa system, a 10-year residency visa intended for people who support environmental sustainability.
During the World Governments Summit 2025 in Dubai, which took place from February 11 to 13, the Federal Authority for Identity, Citizenship, Customs, and Ports Security (ICP) and the Ministry of Climate Change and Environment unveiled the idea.
Twenty innovators and thought leaders in sustainability will receive the Blue Visa in the first phase.
The visa is intended for people who have made significant contributions to environmental protection, such as researchers, members of non-governmental organizations, corporate executives, international award recipients, and members of international organizations.
In addition to being nominated by UAE authorities, eligible persons can apply directly through ICP.
The UAE’s current residence systems, including the Golden and Green Visas, are extended by the Blue Visa. Its implementation enhances the nation’s larger sustainability programs.
Through the ICP’s online portal, government agencies working in the sustainability sector can submit applications online.
Minister of Climate Change and Environment Dr. Amna Bint Abdullah Al Dahak emphasized the UAE’s commitment to being a leader in global sustainability. She told Emirates News Agency WAM, “This initiative aims to leverage their contributions to achieve ambitious national goals and build a sustainable future for the people of the UAE and the world.”
ICP Director-General Major General Suhail Saeed Al Khaili confirmed that, in compliance with authorized protocols, the Blue Visa service will be accessible 24/7 via the authority’s website and mobile application.

A new 10-year residency permit called the UAE Blue Visa is given to people who have made notable contributions to environmental conservation. It honors and assists advocates, innovators, and thought leaders. They work to advance global sustainability. Their impact extends both inside and outside the United Arab Emirates.
The visa was formally unveiled at the 2025 World Governments Summit. It is an expansion of the UAE’s Golden and Green Visas. Those visas are designed for qualified professionals, investors, and business owners. The Blue Visa supports the nation’s objective of encouraging sustainability, which has been a major priority for 2024.
In May, Dr. Sultan Al Jaber, Minister of Industry and Advanced Technology and President of Cop28, declared that introducing a blue visa for environmental protection efforts was revolutionary.
“The goal of the blue residency visa is to draw in international environmental leaders who can support the sustainable economic and social development of the United Arab Emirates,” stated Dr. Al Jaber.
“By taking an innovative viewpoint, these ideas will tackle climate issues and turn them into chances for a better future for both people and the environment.” “It underscores the nation’s dedication to leveraging advanced technologies and artificial intelligence to create impactful solutions.”
According to Dr. Al Jaber, the blue visa complied with the legacy established by the 2023 UN climate change summit, Cop28, held in Dubai.
In addition to the prestigious 10-year residency, holders of Blue Visas will have access to several beneficial options, such as:
The Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP) is the source of the Blue Visa. There are two main methods for applying:
The program’s initial step entails electronic approvals, where applications are examined using ICP-approved processes.
In an effort to draw in investors and highly qualified individuals, the UAE has recently implemented several long-term residency options. These consist of:
These programs now include the Blue Visa, which focuses on the people who contribute to environmental change.
The UAE Blue Visa recognizes those committed to sustainability and is a daring move towards international environmental cooperation. The UAE hopes to draw the best minds in the world for conservation and climate change by providing a long-term residency with significant benefits.
For those who meet the requirements, this visa offers a unique chance to work on worthwhile environmental projects while living permanently in one of the most vibrant nations on earth.
