Key Highlights
You know Dubai well enough to bring it to life for someone who’s never been here before. You know the stories behind the old Creek, why the wind towers in Al Fahidi were built the way they were, and which corners of the city most tourists walk straight past.
Here’s something most people don’t realize until they start searching: tour guiding in Dubai is a legally regulated profession. You can’t just start taking people on paid tours, even part-time. The Dubai Department of Economy and Tourism (DET) requires every guide to hold an official license before working with visitors commercially.
The training program itself is now 100% online. Dubai College of Tourism (DCT), part of DET, has trained over 2,400 licensed guides from more than 50 nationalities in five years, all through a self-paced digital platform completable from anywhere in the world.
This guide covers everything: license types, eligibility, documents, fees, renewal, and the UAE Unified Tour Guide License for Emirati nationals.
Tour guiding in Dubai is legally regulated under the DET framework to protect visitor experience quality and uphold the emirate’s global tourism reputation. Operating as a paid guide without a valid license is a legal violation, not just a procedural gap.
Dubai’s visitor numbers explain why this regulation matters so much. The city welcomed 19.59 million international overnight visitors in 2025, its third successive record-breaking year, up 5% from 18.72 million in 2024.
Dubai ended 2025 by surpassing 2 million visitors in a single calendar month for the first time, welcoming 2.04 million international overnight visitors in December 2025 alone, a +6% increase year-over-year. At that scale, every guided experience is a direct reflection of Dubai’s reputation on the world stage.
The Dubai Tour Guide Programme is formally aligned with the Dubai Economic Agenda D33, a government framework that aims to double the size of Dubai’s economy by 2033 and make Dubai the world’s best city to visit, live, and work in. Licensed tour guides are part of delivering that mission on the ground.
There are two employment realities you need to understand before investing time in this process. First, even with a license, you can’t work directly with tourists as a solo operator. All licensed guides must operate under a registered tour company’s licence. Second, if you’re on an employer-sponsored visa, you need a No Objection Certificate (NOC) from your current sponsor before enrolling.
Understanding this upfront also clears up a common misconception. The Dubai Tour Guide License is a professional credential, not a business permit. If you eventually want to run your own tour company in Dubai, that’s a completely separate process involving business registration and a tourism licence that meets DET’s specific requirements.
Here’s what all of this looks like in practice. You’re a finance professional in Dubai on a company-sponsored visa who wants to guide tours on weekends for extra income. That’s completely possible, but you need a valid DET license and a signed NOC from your current employer. Without both, accepting money for guiding, even casually, puts you outside the law.
There are two completely separate tour guide licenses in the UAE: one issued by Dubai’s DET for all UAE residents, and one issued by the UAE Ministry of Economy and Tourism (MOET) exclusively for Emirati nationals. Confusing them is the most common mistake applicants make at the start of this process.

Who can apply | All UAE residents (any nationality) | UAE citizens only |
Prerequisite | None | Must hold a valid local emirate tour guide license |

Application portal | tourguidetraining.ae | MOET’s Unified Tour Guide License platform |
If you’re a UAE resident of any nationality, your starting point is the Dubai Tour Guide License. The UAE Unified Tour Guide Licence is for Emirati nationals only who already hold a valid local license. It’s not an upgrade available to expat residents, regardless of how long they’ve lived in the UAE.
To apply for the Dubai Tour Guide License, you must meet every one of these criteria at the time of your application. Missing even one will delay your eligibility until the gap is resolved.
The Dubai Tour Guide Licence application requires an Emirates ID, a passport copy with a visa page, an attested education certificate, a language proficiency certificate, a First Aid certificate, Dubai Police clearance, and an NOC from your sponsor for non-UAE nationals. Have every document ready before you register on tourguidetraining.ae to avoid delays at the verification stage.
On the NOC, DET provides the exact NOC template. The NOC must include this specific language: “No objection for Mr./Ms. (your full name) to attend the tour guide training course and obtain the Dubai Tour Guide License in order to work as a Tour Guide.”
There’s no separate government form to download. It needs to be on your sponsor’s official company letterhead, signed by an authorized signatory.
For education attestation: verify whether your certificate’s country of origin requires specific Ministry of Foreign Affairs (MOFA) attestation, as requirements vary by country.
To get your Dubai Tour Guide Licence, register on tourguidetraining.ae, upload your documents for verification, complete approximately 21 hours of online coursework, and pass five remote assessments within 90 days of verification. Every step below is confirmed from DET’s official service portal and the Dubai Government Media Office.
Register with your personal details on the portal. The portal provides a complete walkthrough covering eligibility criteria, the NOC template, document specifications, and every required step through to license issuance.
Upload all required documents through the portal and wait for DCT staff to review your submission. Confirm the current document verification turnaround time directly on tourguidetraining.ae before you begin, as processing timelines are subject to change.
Once your documents are verified, pay the initial stage fee to access the program content. Fees are structured across three separate payment stages tied to your progress through the program. See the fee section below for the full payment structure and disclaimer.
The program includes around 21 hours of video content covering these confirmed modules:
The course is completely self-paced and available in English and Mandarin. You can log in and complete it from anywhere in the world, including from outside the UAE.
The program includes five assessments: MCQ knowledge tests, a virtual interview, and a practical exam. As of DCT’s January 2026 official announcement, all five assessments, including the practical exam, are completable fully remotely from anywhere in the world.
It’s worth noting that some older DET pages described “a combination of self-paced work and classroom teaching.” That referred to an earlier version of the program. DCT confirmed in January 2026 that the entire program is now 100% online and no in-person attendance is required at any stage.
Pass all five assessments and your official Dubai Tour Guide Licence is issued. You have a maximum of 90 days from the date your documents are verified to complete the full program. Graduates are also invited to optional familiarization trips to key Dubai attractions, managed by DCT through its online registration platform.
The program fee is paid across three stages, each triggered when you complete the previous phase.
Important: All fee amounts must be verified directly on tourguidetraining.ae before you begin your application. Per DET’s official guidelines, fees are reviewed and updated regularly. Do not rely on any figure from any news article, blog, or third-party source for payment decisions. The table below shows payment stages only. Always confirm exact current amounts on the official portal before paying.
Payment Stage | What It Covers | Where to Confirm |
Stage 1 | Document processing and eligibility assessment | tourguidetraining.ae |
Stage 2 | Knowledge assessment and virtual interview | tourguidetraining.ae |
Stage 3 | Skills development and practical assessment | tourguidetraining.ae |
UAE nationals / Emiratis | Program completed free of charge | tourguidetraining.ae |
Mandarin language track | Separate fee applies; verify current amount | tourguidetraining.ae |
Once you hold your Dubai Tour Guide Licence, you’re legally authorized to work with tourism companies registered in Dubai on a full-time, part-time, or freelance basis under a company licence. You can’t advertise tours directly to visitors or accept independent payments from tourists. To find work, connect with licensed tourism companies registered in Dubai that hire guides under their company licence.
Familiarization trips. DCT invites all licensed graduates to familiarization trips to key Dubai attractions. These aren’t just a perk. They’re practical opportunities to explore the city’s key attractions and connect with fellow students and graduates. Invitations are sent regularly and managed through DCT’s online registration platform.
Licence validity and renewal. Your Dubai Tour Guide Licence is valid for 2 years from the date of issuance. You can’t legally guide tourists after it expires, and there’s no grace period. Renewal requires completing updated course content through tourguidetraining.ae or dubaidet.gov.ae before your expiry date.
Starting renewal on time. Log back into tourguidetraining.ae well before your license approaches expiry to check the current renewal document list and fee. Both can change between renewal cycles, so don’t rely on what was required during your first application. Starting early ensures you finish the updated course without any gap in your license coverage.
A note on geographic scope. Your Dubai license authorizes guiding within Dubai only. If you’re an Emirati national and want to guide across all seven emirates, the section below explains the additional step. Expat residents are not eligible for the UAE Unified Tour Guide License under any circumstances.
The UAE Unified Tour Guide Licence is available exclusively to UAE citizens who already hold a valid local tour guide license from any UAE emirate. If you’re an expat resident, this license is not available to you, regardless of how long you’ve lived in the UAE or how experienced you are as a guide.
You must meet both of these requirements to apply:
Yes, you can. Your sponsor doesn’t need to be in the tourism industry. But you must submit a valid NOC using DET’s required wording: “No objection for Mr./Ms. (your name) to attend the tour guide training course and obtain the Dubai Tour Guide License in order to work as a Tour Guide.” Download the template from tourguidetraining.ae and ensure it’s on official company letterhead, signed by an authorized signatory.
2. Can I work directly with tourists as a solo freelance guide after getting licensed?
No. All licensed Dubai tour guides must work under a registered tour company’s licence. You can’t market your services independently to tourists or accept direct payments from visitors. The license qualifies you to work for tourism companies registered in Dubai on full-time, part-time, or freelance terms under their company licence.
3. Is the practical exam done online or in person?
It’s 100% online. As of DCT’s official January 2026 announcement, all five assessments, including the virtual interview and practical exam, are completable fully remotely from anywhere in the world.
4. Does the Dubai tour guide license let me guide in Abu Dhabi or other emirates?
No. The Dubai Tour Guide Licence is valid within Dubai only. UAE nationals can separately apply for the MOET Unified Tour Guide Licence for all-emirates authorization. Expat residents are not eligible for the Unified Tour Guide Licence under any circumstances.
5. How long does the entire process take from start to finish?
You have up to 90 days from document verification to complete the full program. Factor in preparation time before you register. Getting a Dubai Police clearance, First Aid certificate, and attested education certificate all require separate lead time, so don’t underestimate the pre-registration phase.
6. What languages is the program available in?
Currently English and Mandarin only. There’s no Arabic-medium track available at this time.
7. Can I enroll in the program if I’m currently outside the UAE?
You need a valid UAE residency visa and Emirates ID to apply. Once enrolled, the entire course and all five assessments can be completed from anywhere in the world.
8. How many attempts do I get for the UAE Unified Tour Guide License test?
A maximum of 3 attempts within a 3-month window from verification. If all three are unsuccessful, you must wait 12 months before reapplying.
